Objectives
The purpose of this Convention is to cooperate and assist one another in carrying on rational fishing in the Black Sea; in improving fishing technique; in carrying out research in ichthyology and hydrobiology for the purpose of maintaining and augmenting the stocks of fish in the Black Sea with a view to increasing the yield; utilization fishery resources of the Black Sea and in the development of marine fishing.

Does it apply an ecosystem based approach?
yes; fish species catch and size. Also parties are to cooperate to improve fishing techniques and scientific research (art. 1). Ports of refuge from bad weather for fishing boats from the contracting States are to be established in each State (art. 2). Minimum sizes of fish to be taken are to be agreed (art. 5). Parties undertake to exchange information concerning fish migrations, scientific research and fishing techniques (arts. 6 and 7)
Does the initiative apply adaptive measures?
Amongst the institutional mechanisms, a Mixed Commission is established to work out measures to regulate fishing, to amend article 5, to co-ordinate research and to exchange information (arts. 8 and 9). This abstract takes into account the amendment of 1965. Also this Convention provides for cooperation and assistance between the States Parties in the rational exploitation of the Black Sea fisheries, including research undertaken with a view to maintaining and augmenting their stocks. The Convention imposes certain limits on taking, especially establishing limits on the sizes of fish which may be taken. The Convention provides for the exchange of information as to the migration of 'industrial fish'. Such information includes the time and place of congregations of such fish, the direction of their movement, their density, and the hydrometeorological condition in which these migrations occur. The Convention also provides for the exchange of the results of scientific research more generally, especially in the fields of marine ichthyology, hydro-biology and fishing techniques. Catch-data must also be exchanged.
