Introduction
This activity includes the selection of people to be involved in all stages of the policy cycle. A key part of this activity is deciding when and how to involve them in the different stages.
Key questions
- Who to involve in the process? (What expertise is needed and who are the parties with an interest in the issue.)
- When to involve these people in the process? (e.g. at the beginning of the process or at a specific moment). Note different groups of people will be suitable for different stages in the policy cycle.
- How to involve them in the process? (e.g. by communication, information, consultation, dialogue, concertation, negotiation, etc.)
