Objectives
A. Reduction of Pollution (Vessel source pollution, Pollution from dumping, Waste management, Transboundary movement of hazardous wastes, Contingency planning and emergency response, Assessment and monitoring of pollutants) B. Living resources management(Commercially exploited resources, Biological diversity protection, Protection of Habitat and Landscape) C. Sustainable Human Development (Environmental Impact Assessment, Integrated coastal zone management, Development of sustainable aquaculture and tourism, Involving the public in environmental decision making)
Methodology
In line with the stated management approaches the SAP defines four Ecosystem Quality Objectives that reflect how stakeholders envision the state of the Black Sea in the long term, provided that the identified priority problems are resolved. These objectives are: 1.To preserve the commercial marine living resources. 2.To conserve the Black Sea biodiversity and habitats. 3.To reduce eutrophication. 4.To ensure good water quality for human health, recreational use and aquatic biota. Each objective is assigned a number of management targets that address the immediate, underlying and root causes of the issues of concern.

OUTCOMES

Main Outcomes
Principles and methodology of the Black Sea SAP are close of the MSFD ones, specially when considering the SAP Long-term Ecosystem Quality Objectives (EcoQOs), which are equivallent to the MSFD descriptors.
